You're not sending literal chains. A "chain letter" is a letter where someone gives either a hoax, whether it be a curse or something really good or a fairy tale to as many people as possible and started in the middle ages, although the first official letter is in 1888.

Oh. So it's like passing notes in class, only filled with curses instead of homework answers. Why would anyone do this?

It's something similar. I don't actually know the reason why it started but in this case... it's probably to see if you would actually do it or not?
